Brocade Fabric OS Root Privilege Escalation (CVE-2025-1976)

Historical catalog analysis: CISA added this entry on April 28, 2025. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2025-1976 is a code injection vulnerability (CWE-94) identified in Broadcom Brocade Fabric OS. The flaw allows a local user who already possesses administrative privileges to execute arbitrary code with full root-level permissions on the system.

Exposure and applicability

This vulnerability applies to industrial environments that utilize Brocade Fibre Channel switches within their Operational Technology (OT) data centers. These switches typically form the backbone of Storage Area Networks (SANs) that support high-availability industrial historians, large-scale process archives, and critical backup infrastructure.

Because this is a local privilege escalation vulnerability, it requires an attacker to already have administrative access to the Fabric OS. It is not described as a remote execution flaw. However, its inclusion in the CISA Known Exploited Vulnerabilities (KEV) catalog on April 28, 2025, indicates that this vulnerability has been observed in active exploitation.

Remediation priorities

Our analysis suggests prioritizing remediation based on the criticality of the data stored on the affected SAN. If these switches support real-time process historians or safety-critical archives, they should be treated as high-priority assets.

  1. Identify Affected Versions: Asset owners should consult the Broadcom security advisory to determine if their current Fabric OS version is susceptible to CVE-2025-1976.
  2. Apply Vendor Updates: The primary remediation is to apply the mitigations or patches provided by Broadcom.
  3. Review Administrative Access: Since the exploit requires local administrative privileges, organizations should audit who has access to these switches and ensure that administrative credentials are rotated and managed via secure protocols.

How to validate remediation

To verify that exposure has been reduced, OT security leaders and controls engineers should:
* Verify Versioning: Confirm through the system management interface that the Fabric OS version matches the patched or mitigated version specified in the vendor’s advisory.
* Audit Access Logs: Review local user logs for unauthorized administrative logins or unusual command execution patterns that might indicate an attempt to escalate privileges.

Note: We do not recommend performing active vulnerability scanning or attempting to execute exploit code on production storage switches, as this could disrupt data availability and impact industrial operations.

Limits and open questions

It remains unknown whether this vulnerability has been utilized in ransomware campaigns. Additionally, while CISA has set a remediation deadline of May 19, 2025, for federal agencies, private sector asset owners must determine their own timelines based on their specific risk profile and maintenance windows. A version check confirms the presence of the flaw but does not guarantee that the system is free from other existing compromises.
